The Laramie, Wyoming Coast Guard was founded in 1912. The first coast guard station was at present day milepost 9 on the Laramie River. The service grew quickly and by 1918 there were six stations along the Wyoming-Montana border. With the increased demand for help with natural disasters such as floods, earthquakes, and avalanches, a new station was built near the town of Milford in 1924. In 1936, a new station was built at present day milepost 10 on the Big Horn River. The site had been chosen because it offered easy access to both water supplies and landing sites for seaplanes used in search and rescue missions. The coast guard continued to grow as an emergency services organization until 1970 when it merged with the state police department.

The Laramie Coast Guard Auxiliary has been providing emergency service and protection along the Laramie River for over 90 years. The auxiliary is also responsible for the care and safety of navigation Vessels, Helicopters, Boat Launch ramps, and other water resources in the area.
Laramie is a town in Sheridan County, Wyoming, United States. The population was 7,671 at the 2010 census. It is part of the Sheridan Metropolitan Statistical Area. Laramie has been inhabited by Native American people for over 40,000 years. The first European to visit Laramie was Jacob Astor in 1828. The townsite was laid out by Major George Armstrong Custer on November 1, 1868. A post office called Laramie was established in 1871, and remained open until 1903. At the time of its establishment it was the largest town in Sheridan County with a population of over 10,000 people. The Laramie Cutoff Railroad arrived in 1898 and connected the town with what is now Cheyenne and Waco City via Laramie Creek. In 1907 construction began on the Northwestern Pacific Railway between Laramie and Casper which became operational in 1909. This contributed to an increase in business and population within the town limits as well as outside of them due to increased access to resources around those two townsites. In 1928 a pipeline transporting water from North Dakota reached Laramie; this led to an increase in industry within the town limits as well as tourists coming to see Westerns staged at nearby Black Hills National Monument during that year's summer season. Growth continued through World War II with an increase in housing development followed by school enrollment during that decade; however, economic decline following World War II led to decreases in population and employment throughout most of Sheridan County by 1970. Today there remains significant poverty within the community with unemployment rates above 50%. Despite these challenges, there has been recent redevelopment efforts including new shopping malls located near downtown

These certificates are bestowed upon those who display exceptional heroism while serving on board a ship or at sea during an emergency situation.
