Casper, Wyoming is a small town in the Laramie County area of Wyoming. The population was 1,692 as of the 2010 census. Casper is the site of the first treaty between European settlers and the Kiowa and Arapaho people. The Treaty of Medicine River was signed on July 21, 1868 by Casper's mayor, George H. Gorman, and five other residents: Major John J. Nicolay, Lieutenant Colonel John Sibley Custer, Captain Wm. Fetterman, and Samuel Gregg. Casper first appeared on maps in 1867 when an American surveyor named James McLaughlin surveyed land north of this community while he was working for General Grant's army during the Mexican–American War era. In 1868 Casper became part of Laramie County after it was formed from parts of Platte County and Cheyenne County following United States President Ulysses S. Grant's proclamation that "all Territories newly acquired within our borders shall be divided into counties or districts." The town site chosen for Casper by commissioners who voted on April 14th, 1868 consisted of a strip of land running east-west along what is now US Highway 29 near modern day I-80 Exit 144A (the old intersection with State Route 2). The first house built in Casper was the home of Custer's sergeant at arms at Fort Riley before his forces were transferred to Kansas City in 1865 during their campaign against Mexico City under General Anthony Kearny instead. The fortuitous location forCasper came about because its owner had been granted access to one side of a salt mine located about four miles westward near present day Sheridan Dam which yielded an annual income worth $2,500 to Cache Valley farmers even though no one lived within easy reach thereof owing to high altitude restrictions placed upon mining operations by mining companies at that time. With US troops occupying Mexico City following its fall in1865 all fields surrounding Salt Hill were turned over to civilian control including that aforementioned salt mine property grantee - Andrew Tappan - who leased it back to Brigham Young University students prior to its closure circa 1870 due mostly to competition from cattle ranchers brought up around Medicine River
