The following year saw another tragedy when four people died after being struck by gunfire during a hunting excursion downriver from Whitewater; it was only until 1992 that any convictions resulted from this incident (the first ever conviction for firearm manslaughter inWhitewater). The late 1990s brought about some change to firearm safety laws inWhitwater; however, it was not until 2003 that any murders or mass shootings took place within city limits again (the first such event in twenty years). A year later, state troopers destroyed several homes in Whitewater during a roundup of criminals and sheriff's deputies stopped traffic near the town's square for fear that protesters would gather there. In 1919, when Wisconsin became an all-black country, residents voted overwhelmingly to become a segregated city limits segregation society under control of black mayors appointed by state governor John Chafee Sr.. Whitewater is a town in and the county seat of Whitewater County, Wisconsin, United States. The population was 6,969 at the 2010 census. It is located on the Chicago River near its mouth on Lake Michigan. The name "Whitewater" is derived from the Potawatomi word wichit, meaning "meadow". The first permanent settler in what would become Whitewater County was David Cook in 1836. Cook built a cabin on the banks of the river and named it "Cook's Landing." He and his family were among the earliest settlers in what would become Whitewater County. Other early settlers included James Aiken and his family who settled in 1839; John Banthaler who settled thereabouts in 1843; Amos Boudreau who arrived thereabouts in 1852; John Purdy who arrived thereabout in 1854; Isaac Rogers who came to this area circa 1860; Jno. Ladd who moved to this area about 1865 and erected a cabin near present day Parkersburg. In 1870 Edwin Forbes set up an gristmill here which became known as Forbes' Mill after him. In 1886, Wm Hickey patented a system for dealing with water muck that allowed irrigation of land around present day Whitewater Falls. This invention led to increased growth around Whitewater Falls due to increased demand for food grown by farmers using this new technology. By 1912, over 50 businesses had been established within one mile (1 km) of Whitewater Falls owing to easy access to better transportation then available at that time and resulting increasesin tourism statewide due to these same factors). In 1916, local businessmen formed a group called the All-America Water Navigation Company (AAWN) with primary goals being development of navigation along both sides of the Chicago River throughout Illinois as well as providing safe drinking water for Milwaukeeites while developing shipping opportunities utilizing current canal systems across Illinois The late 1800s also saw a great deal of progress made when it came to electrical engineering including creation of electric lights and telephone lines throughout much of America The first public use case for this new technology occurred when Telephone Company engineers wired homes & businesses together across Milwaukee using high voltage wires from their power plant just south of downtown during prohibition era .
