The Wisconsin Navy has been deploying gifts to sailors since the early 1800s. The Naval Station Watertown is home to the United States Naval Academy and the United States Coast Guard Cutter Osprey, both of which have been providing gift services for Sailors and their families since 1951. The first gift was a Bible given by Commodore John Rodgers in 1851. The Commandant of the U.S. Naval Academy, Rear Admiral David Dixon Porter, presented a cannonball as a gift in 1865 to Commodore George Atkinson of USS Constitution (CVA-12). In 1898, Vice Admiral David Cushing presented USS Olympia with a crate filled with cigars as a goodwill gesture in recognition of Olympia's role in suppressing piracy off Cuba during the Spanish-American War. In 1951, Commander Don Wiegand assumed command of NASWT until his retirement in 1973. He presented an American flag bell to Commodore Wayne Goddard who served as commanding officer at NASWT from 1945-1948 and then again from 1952-1958 before he was transferred to NOVA shipyard for Operation Neptune's Spear I. During that time, he also served as Commanding Officer/Chief petty officer 4th class on USS Chesapeake (CG-6) during World War II when she participated in antisubmarine patrol operations along British coastlines. Commodore Wayne Goddard presents an American flag bell to Commodore Don Wiegand after serving as commanding officer at NASWT from 1945-1948 and then again from 1952-1958 before he was transferred toNOVA shipyard for Operation Neptune's Spear I In 1978, Commander Harry Ladd assumed command of NASWT following Commander Lloyd Padden's retirement due to health reasons. He presented an anchor chain citation citation to Lieutenant Commander Donald Soward Jr.,USNRN for heroism while leading Task Group 64th ASW Squadron on board HMS Gannet (LFregatten AO 142) duringOperation Ariel on October 15th 1977 off Haitian shoreline.. On this occasion it was also announced that SSBS Harry Ladd had recently retired from active duty service after 36 years...During his tenure at NAS WTCommander Harry Ladd introduced new features such as computerized ordering system which made preparing Gifts easier than ever before... Additionally under his leadership NAS WT became operationalized with electronic message systems which allowed commanders access directly through electronic media throughout the naval station including plotting rooms and battle groups... later that year Captain Aloycee Weinstock took overcommand duties effective November 1st 1978 aftercommander Harry Ladd left for assignment overseas... After three years underCaptain Weinstock there would be only one commander until September 1981 when Captain John Kappenberger took over command effective October 1st 1981.... upon assuming command Captain Kappenberger quickly implemented many changes desired by our Sailors including installation of new computers within the battle group control room allowing commanders direct contact with their ships whenever they needed or wanted...... With this change came increased efficiency not only within squadron but also between battalions....... The Navy deployed a variety of gifts this year, some more practical than others. One gift that was popular among the sailors was a gift card to an restaurant or store. This gave the sailors the opportunity to use their purchasing power for something good, instead of just buying things they didn’t need. Another popular gift was sailor radios. They were great for keeping in touch with friends and family while on deployment. Many sailors also receivedGift Certificates for favorite stores or restaurants which allowed them to purchase items without leaving their ship. Finally, many sailors received home-made cards as a Christmas present. These cards usually depicted a picture of the sailor's ship and/or hometown, and said something special about that particular sailor.

Watertown is a town in the U.S. state of Wisconsin, located on the Fox River, about 20 miles (32 km) north of Milwaukee. The population was 18,099 at the 2010 census. It is the smallest town in Wisconsin and the second-smallest municipality in Wisconsin after Racine. The first white settlers were arrivals from New York City in 1836; they founded a gristmill on what is now Watertown's main street and erected a store and schoolhouse there. The town began to grow rapidly during the 1840s as farmers came to Watertown to buy land for their farms and factories. By 1850, Watertown had a population of over 100 people and it became known as one of the great industrial towns of America due to its production of sugar beets, flour, cheese, lumber, cloth and other products. In 1861, when Abraham Lincoln was elected President of the United States, he traveled to Watertown for an election rally; his speech was delivered in front of the bank where local officials had deposited money for circulation during his campaign visit. Watertown experienced some natural disasters during World War II: On December 12th 1941 - just days before Japan attacked Pearl Harbor - fires broke out at many factories in downtown Watertown; these blazes killed twenty-six people and destroyed more than ninety buildings including six churches which were rebuilt with metal plates that perfectly replicated their original architecture In 1945-1946 floods devastated much of northeastern Wisconsin following heavy rains caused by Hurricane Agnes
The United States Naval Forces Expeditionary Unit (NAVY) was activated on October 15, 1898. The navy sent forces to Haiti in 1915 in order to quash a revolution and protect American interests there. In World War II, the navy sponsored the development of air-defense systems, including radar and air-to-air missiles. Additionally, the navy has deployed to serve in Pacific War I and World War II multiple times. Navy troops have also fought in conflicts such as the Korean War and Vietnam.

Watertown, Wisconsin is a town in the U.S. state of Wisconsin. The population was 9,362 at the 2010 census. It is part of the Green Bay metropolitan area. Watertown was founded in 1824 by Isaac Waterman and his wife Lydia Warner as a log settlement on the Green Bay River. The town name derived from its location on an affluent Creek site which drained into the river. A post office called Watertown was established in 1827, and remained in operation until it was discontinued in 1909. In 1834, John Sibley built a small mill on the right bank of the river near present-day downtown Watertown to process lumber imported from Canada. This mill became one of the largest employers in town, and local mills played an important role in informing Americans about events occurring during the American Revolution and afterward. Downtown Watertown rapidly grew duringthe 19th century due to a number of factors: industry sprang up around water power for manufacturing; new transportation methods made it easier to bring goods to market; and immigrants began arriving throughout central America who needed land for their homes and businesses. By 1870,Watertown had become one of central Wisconsin's mostimportant commercial districts with several large stores including those operated by George Witherspoon & Sons (now Macy's Inc.), Ransom Olds & Company (now Owens Corning), Phelps Dodge & Co., Sears Roebuck & Co., H&R Block (now Sears Holdings) - many of whom were also founders or key players in early civic life hereabouts such as Julian Hawthorne (1794-1868), future Lieutenant Governor Lawton Chivington (1836-1901), Elijah Rootes ('nee' Hale) (1806-1890), David Patten ('nee' Patterson) (1800-1871), Judge Augustus Sibley ('nee' Strong) (died 1865)), Asahel Miller ('nee' Peck) (!1820-)and others During World War I, water shortages causedWWIeraemiainWatertownour first time inthecity; however, this problem largely dissipated following rationing later that year In 1920, numerous buildings adjacent to Main Street between State Street and First Avenue were destroyed by fire when some students threw burning tires onto Main Street during a protest against high school tuition rates
