The Racine Police Department has been in operation since 1881. The department was originally called the “Racine Volunteer Fire Department” and was founded as a volunteer fire company. In 1907, the first full-time police officer was hired and the department became known as the Racine Police Department. In 1916, the department added a jail and began to serve paper citations instead of arresting citizens. The department also purchased their first car in 1922. In 1951, the department purchased their first radio system and began to issue traffic tickets. The department also adopted its current name in 1957. As part of this reorganization effort there were several changes implemented within the Patrolmen's Benevolent Association (PBA), including reductions in salary levels[17]; however given that these cuts came about less than two months after Mayor O'Connor's inauguration,[18], some members may have seen them more favorably given how much they contributed towards society over those same years.[19]- Since then nearly 30 years have passed since Racine'spolice forces have undergone any significant changes or consolidation - making them one of not just rural law enforcement agencies but also one ofWisconsin's oldest continuously operating law enforcement organizations

During World War II, much activity took place within the limits of town limits with production at various munitions plants located along North Main Street between East Third Street and South Fourth Street; this area is now known as White Earth Arsenal Site Historic District。 Additionally numerous homes were destroyed or renovated within town limits during this time period as part of military efforts committed to support war production goals around Racine There are also several extant historical African American homes located near downtown east side streets where African Americans worked prior to Integration into white society following WWII .
