The Wisconsin National Guard was organized on October 15, 1846 as part of the Union army during the American Civil War. The organization initially consisted of a militia regiment and an artillery battery. On December 12, 1862, the first national guard unit in Wisconsin was activated at Racine, WI when men from the 3rd Regiment of Infantry were mustered in to serve under Captain John M. Chilton. On July 1, 1865, when the Union army surrendered at Appomattox Court House in Virginia, all federal troops in Wisconsin were ordered to leave for lack of sufficient supplies. Most soldiers turned back home or took shelter with their families until they could be transported westward by railroad. A small detachment consisting of officers and men from the 2nd Regiment Cavalry Militia remained behind to garrison local farms and defend against Confederate attacks. After the war ended there was little left that could be donated to the state military forces so on September 20th 1886 Governor Julius Kapp called for a special session of the legislature to create an appropriations committee to find ways to use money raised by taxes on whiskey sales for military purposes. Legislation authorizing this appropriation was passed on November 6th and it became law without further need for legislation or appropriation hearings. This initial gift history is reflective of how Wisconisans have interacted with their state’s military services throughout their history: through donations ( predominantly cash) rather than through volunteerism or service-time donationism which has been more common acrossstates during similar timescales. Since then many other states have followed Wisconsin’s lead in setting up national guard units such as Iowa’s National Guard (1941), Nebraska’s National Guard (1970), Colorado’s National Guard (1996), Arizona’s National Guard (2002) and Maine’s Military Militia Units Grants program which provides financial assistance towards purchase and installation of national guard units within selected communities across Maine (.pdf). Pewaukee is a town in the U.S. state of Wisconsin, located on the shore of Lake Michigan. The population was 7,561 at the 2010 census and 8,859 at the 2016 estimate. The name comes from its location on the east side of the Milwaukee River between Milwaukee and Waukesha counties. The town was founded in 1836 by Isaac Pewaukee and his wife Elizabeth Kirchhoff Pewaukee. Isaac Pewaukee built a sawmill on the river and became one of early settlers in what is now Pewaukee County. He also developed a farmstead that still stands today near present-day downtown Pewaukee. In 1848, John Fitch moved to Pewaukee from Green Bay and started a tannery there which continues to be run today by his descendants. In 1881, Jno Quantrill established an agricultural ranch southeast of town which included current-day acreage around Lake Michigan Boulevard. A year later, following World War I when demand for goods increased because of food scarcity created by conflict across Europe, American companies began importing goods from Germany; this led to job losses for local manufacturers who could not compete with imported products. As new mills were built throughout Wisconsin during this time period – such as those along Menomonee Falls Boulevard near downtown – many jobs went away entirely or were replaced with machines.
