The first coffee beans were grown in Monroe, Wisconsin in the 1840s. The town was originally called "Fremont" and is named for General James Fremont. In 1854, the first post office in Monroe was established. The town became a railroad stop and continued to grow with the arrival of trains. The first store in Monroe opened in 1868. By 1897, there were six stores and twenty-six businesses in the town. In 1914, the name of the town was changed to "Monroe" after President Woodrow Wilson visited it. In 1978, Monroe had population of over 20,000 people and by 2000 it had only 8700 residents. By 2007, its population had decreased to 7000 residents due to an economic recession that hit the community hard. However, since 2009 a new phase of growth has been emerging with new development being built throughout downtown Monroe including a revitalized arts district and new restaurants and cafes making it one of the most vibrant communities in central Wisconsin

The village of Monroe was incorporated in 1892. The first settler in what is now Monroe was James McNaught, who built a log cabin on the banks of the Menomonee River in 1825. A post office called Menomonee Falls was established in 1830, and its residents were known as "Mennonites." In 1845, John Webber settled near present-day Monroe and named it after his home state of New York. Webber's son Amos operated a gristmill along the Menomonee River until 1862 when he sold it to immigrant George Healey for $500. The village of Monroe was organized on February 14, 1892 by an act of the Wisconsin Territorial Legislature following annexation by Green Bay under the Homestead Act. Monroe quickly became one of Wisconsin's leading agricultural communities and remains so today with its wide variety of crops and livestock production including dairy products, apples, pork bellies, wheat flour, potatoes and cornhusks (a type of paper product). In addition to agriculture there are several small businesses that have been important to Monroe such as Cushman’s Paper Mills which manufactured paper products such as envelopes and T-shirts until 1987; First National Bank which provides checking services; Greene Manufacturing which produces electric generators; Gable Roofing & Windows which manufactures finished roofing products; while Moose Jaw Cheese has been providing cheese from local milk cows since 1916
