The first mayor of Milwaukee was John D. Rockefeller and the first City Council was made up of five men: George Bowman, John J. Ralston, Abram Levy, Lorenzo Sawyer and Michael Hahn. The first store in Milwaukee opened on July 1, 1855 by Edwin Harmon and became an important part of town's economy. The arrival of railroads in the late 1800s allowed for increased trade betweenMilwaukee and other cities in the Midwest; this led to more jobs and tax revenues for the city. In 1903, Mayor Samuel Ahern enacted a zoning ordinance which limited building heights to ten stories or less with underground parking spaces available only at certain locations. This ordinance helped to create what is now known as "the downtown core." In 1916, Mayor Fenton Hodges created Milwaukee's first fire department after seeing an opportunity to improve Fire Department services within his city limits while also reducing costs associated with fighting fires outside of town boundaries
