Howard, Wisconsin is a town located in the town of Oshkosh, WI on the Fox River. The population was 1,839 at the 2010 census. Howard was founded in 1852 by Black Hawk War veterans Colonel John D. Howard and Dr. James W. Hennepin as a post office called "Hennepin". It was renamed to "Oshkosh" in 1872 after Oshkosh, WI which had been named for General David Oglethorpe. In 1888, Oshkosh became the county seat of Adams County when it was organized from parts of Winnebago and Scott counties. The first store in Oshkosh opened in 1850 and other early businesses included a goods wagon factory and a shoemaker's shop. The town built its first school in 1859 and it remains one of the most active communities in Oshkosh today with over 50 businesses collectively employing more than 500 people including many within the local community itself In 1907, Oshkosh became an incorporated city Limits townsite within Wisconesshire County following passage of Act 116 by then-Governor Julius Kahn (D) which allowed cities to form outside of their respective townships if they possessed petition signatures from residents sufficient to constitute a majority vote among participating municipalities regardless of size or wealth index score The city limits expansion represented an important milestone for OshkOSH as it marked the first time that any municipality within Wisconesshire County had gained compacted status thereby allowing them greater economic opportunity while still remaining integral to their individual communities Over time, Oshkosh has continued to grow both physically and economically while maintaining its close-knit community values
