Howard was organized in 1853 and named for Captain John A. Howard of the Ulysses S. Grant expedition who had been killed earlier that year while exploring what is now Wisconsin Territory. In 1857, it became part of Waukesha County and in 1865 it became part of Portage County. The first post office in Howard was opened on October 12, 1854, by C. H. Ladds with the name "Waukesha". In 1861, Jno Ewing built a log cabin near present-day Howard to serve as a schoolhouse for students attending Waukesha Academy which then operated under private auspices until its sale to the village of West Allis in 1865; later that year it was moved to its present site and incorporated as a town under Village Act No. 2 of 1867; Howard's incorporation came about because public education wasn't available within portage county until after much debate over whether or not to provide such service – at first only white children were admitted and there were no black residents until after passage of the Land Openings Act (1878). The first post office building in town still stands today: Oneblock east of Main Street on Second Avenue (in front of current Piggly Wiggly).
