The Glendale-Eau Claire metropolitan area has a population of 21,636 as of July 1,2015. The town was organized in 1851 as a result of the merger of two small towns - Eau Claire and Glendale. At first it was called "Eaton" because that's where Eatonville had been located before it merged with Glendale. In 1872, there were only six residents in Glendale and it was renamed "Glenbard". Glenbard became its own town on January 2, 1907 after the merger of two other towns - Glenview and Delafield. The paper industry played an important role in Glendale's history. It had three mills until 1975 when they all closed down due to competition from overseas mills. Paper production ended altogether in 1987 but some relics such as the paper oven remain today at Whitefield Manufacturing Company which makes corrugated cardboard products. In recent years, much progress has been made by the community to revitalize their downtown areas which have seen increased development including new restaurants and stores since 2007 when Mayor Tom Barrett created the Downtown Development Authority to help stimulate economic redevelopment within Glendale-Eau Claire through grants and assistance available for businesses and projects that promote public open space use or investment within walking distance of downtown Icons like State Fair Park or Milwaukee County Government Center
