The Franklin Naval Base is a military installation in the town of Franklin, Wisconsin. It was established in 1903 as part of the United States Navy's decommissioning of its fleet of warships at Portsmouth, New Hampshire. The base has been home to USS Constitution (1801-1845), USS Hindenburg (1939-1945), USS John F. Kennedy (1963-1968), and USS George Washington (1784-1789). In 1961, the United States Navy withdrew from service at Franklin Naval Base and it became known as the naval station Milwaukee. In 1990, it was renamed Stars and Stripes Station Franklin Naval Base after Admiral Samuel Eliot Morison who served as Commandant of the Marine Corps during World War II and later served as Chief of Staff for Defense Department Fleet Forces Atlantic. The property on which the naval station sits was acquired by the city of Milwaukee in 1966 for use as Parkland Park. The park features a 10 kilometer long waterfront promenade that connects downtown with North Side neighborhoods. It also contains a baseball diamond, soccer fields, basketball courts, and a track used for races/athletic drills during summer months. Franklin Naval Base is home to multiple detachments that support members of both NATO and member nations' navies located throughout Europe and Asia Pacific Ocean Region IX aboard three types of ships: destroyers ($47 million budgetedFY2010), submarines ($9 million budgetedFY2010) and logistics ships($5 million budgetedFY2010). These detachments provide bilateral maritime security cooperation through combined exercise deployments along with multinational exercises such as Warrior Games I & II or Sea Shepherd 2007/2008 off Australian coasts. Additionally, there are annual international events such as RimPAC2013 or AustPax 2014 that bring together different militaries from around the world to learn about common defense practices. Franklin is a small town in the state of Wisconsin. The population was 1,827 at the 2010 census. It is located on the eastern edge of the Driftless Prairie region and sits on the eastern banks of the Menominee River. Franklin has a long history as an agricultural community, with farmers producing hay, wheat, corn, soybeans, and other goods for local markets. The town also played a significant role in early American industrialization by providing access to resources such as limestone and lumber. Today, Franklin is one of the few remaining towns in Wisconsin that remain primarily rural; its residents rely on agriculture and hunting for their sustenance. The first European to visit Franklin was Frenchman Jean Nicolet in 1785. Nicolet explored what would become Wisconsin before landing here in 1787 with his group of explorers led by George Washington. In 1804, Captain John Fetterman discovered oil reserves here and began production of hydrocarbons (natural gas) from these resources which helped make Franklin an important center for petroleum production during this time period. In 1906, Franklin became one of two communities in Wisconsin chosen to be part of the city of Milwaukee; it continues to serve as its primary economic center today. During World War II, Franklin came into play as an important military supply depot because it was located near major strategic points such as Lake Michigan and Racine County along Interstate 94. After war ended, many businesses closed down due to new regulations put into place followingthe end of hostilities; however, some small businesses managed to keep going through innovative marketing techniques such as advertising direct to consumers rather than through commercial media outlets like television or radio which had been destroyed during wartime rationing restrictions. Today, much like most small towns across America-including Franklin-the economy relies heavily on services provided by government agencies like schools and housing developments assistance programs which have kept many locals employed over recent years despite difficult times outside those areas impacted by recessionary forces throughout North America collectively known as "The Great Recession."

Franklin was a small town in the state of Wisconsin when it was founded in 1836. The town was named for General George Washington Franklin, who had fought in the American Revolution. The town grew quickly and by 1840 it had a population of 350 people. In 1845, Franklin became the capital of the new State of Wisconsin. The city of Milwaukee was founded nearby in 1847, and Franklin eventually merged with it. By 1870, Franklin had a population of 5,000 people. In 1902, the city of Milwaukee were dissolved and its citizens seceded to form the City of Milwaukee County. In 1968, the City of Franklin merged with the Town of La Crosse to form La Crosse-Franklin Township. As time passed, more and more businesses moved out to larger towns or cities and less space was available for development within Franklin Township itself. As such, various attempts have been made over the years to re-establish a presence within Franklin Township by creating new places such as a shopping mall or even restoring an old mill building that once stood there. Despite these efforts however, little has ever actually happened since 1978 when township officials announced they would be disbanding their department due to budget limitations

When the Indiana Territory was organized in 1846, Franklin became part of it. It lost its charter as a village in 1850 and declined again in population until 1861 when it regained it with 1,746 residents. In 1868, the town became the capital of the new Iowa Territory. It had a population of 918 when it lost its charter and declined again until 1890 when it regained it with 1,921 residents.
