By 1930, Bellevue had become one of America's most prosperous rural communities with more than 1,000 families living in 204 homes scattered among 12 schools, four churches, two hospitals, three factories, two banks and several stores. In 1960 Bellevue became an incorporated town when it united with neighboring Kenosha to form Kenosha–Bellevue Township (later Racine). The large number of houses built during this period makes it difficult to determine exactly when or how much white flight began to take place from Bellevue during World War II; however, many residents may have left for military service outside of America or reasons such as poverty or racism (the Japanese American internment camps were located nearby). White flight continued after the war until 1970 when black Americans made up over 50% of the population. Black advancement has been slow throughout most of contemporary BellevUE history; however recent efforts have resulted in some progress including passage of legislation favorable towards diversity in 2013 and establishment of a black Studies program at UW-Milwaukee which enrolls first generation students from low income backgrounds
