Wheeling, West Virginia is a town in Page County, West Virginia, United States. The population was 1,953 at the 2010 census. It is part of the Wheeling-Wiohanna Metropolitan Statistical Area. The first documented settlement in what is now Wheeling was made by Europeans on July 4, 1770 when Spanish colonists founded San Antonio de Padua on the site of present-day Wheeling. The town was named for Colonel James Wheeling and his regiment of militia which fought during the American Revolution. In 1802, General David Hunter pushed west from Cumberland to take control of Indian country along the Ohio River and decided to establish a military post at what is now Wheeling. On December 20, 1802, General John Marshall issued an order establishing Fort Wayne as the new military center for that area and giving it to Captain Hernando De Soto who had been dispatched by General Andrew Jackson with orders to take care of all Indian matters east of the mountains. In 1805–1807 Governor William Dennison built a two-story log courthouse in what is now downtown Wheeling using money he received from a land sale near Clarksburg. That same year, James Kappner platted and named what is today North Fourth Street in honor of his father-in-law Charles Forbes Kappner (1763–1838), one of the early pioneers in this area who helped develop much of present day downtown Wheeling including North Main Street and Seventh Avenue. In 1828 Daniel Webster sold 7 acres (27 hectares) northwest corner High Street and Third Avenue to Caleb Cushing for $1 million dollars making it one of only three such packages offered during Webster's time as U.S. Senator from Massachusetts; second only to that which went to Andrew Johnson for $25 million dollars earned via Reconstruction efforts following Union defeat in 1865). Downtown was mostly undeveloped until after World War II when many young people moved into downtown because it became centrally located within easy walking distance from everywhere they wanted or needed to go without leaving their homes or neighborhoods
Wheeling was founded in 1826 by John Stephenson and is the oldest town in West Virginia. The town became a coal-mining center after the discovery of coal seams near Wheeling. In 1861, Wheeling was incorporated as an independent city and it continues to be its own government today.
