In the early 1800s, Vienna, West Virginia was a small community of farmers and their families. The town was located on the Allegheny River, about 20 miles northwest of Pittsburgh. In 1814, Austrian Colonel Johanniter Weigel donated land to establish an air force in Vienna. The air force was organized into two brigades in 1816 and became a full brigade in 1824. The brigade moved to Fort Mitchell in 1836 and then to Macon Barracks in 1840. The brigade lost its combat role during the American Civil War but continued to serve as a garrison unit until 1865 when it withdrew to Fort Monroe. In 1870, the brigade disbanded and its equipment was transferred to the Army Garrison at Charleston. It remained there until 1924 when it was reactivated at Fort Belvoir under Major General Gustavus Adolphus Wright with Headquarters at Alexandria VA. The brigade eventually served out its life at Ft Belvoir until being decommissioned on 1 January 1945. Today, Vienna is home to the Air Force Museum which preserves Austrian military artifacts from before World War I through World War II. Additionally, Vienna has been home to three major USAF installations: Tyndall AFB (1948-1994), Ramstein AB (1994-2006) and Schriever AFB (2006-present).

Vienna is a city in the U.S. state of West Virginia, located on the Allegheny River near its confluence with the Ohio River. The population was 6,790 at the 2010 census. The area now known as Vienna was first settled by Europeans in 1681 when Captain George Washington and his militia made an attack on the Shawnee people during their raids along the Ohio River. The area then became part of Pennsylvania, which was acquired by Virginia in 1776 during the American Revolution. In 1802, Austria-Hungary annexed Hungary and Transylvania into what would become Romania; this left Vienna under Hungarian rule until 1918 when it became part of Austria after World War I ended. In 1920, Vienna absorbed parts of Fayette County to form Carroll County; in 1930, these were merged with Monongalia County to form Logan County. On July 1, 1907, all but one township (Fremont) within Logan County became a part of Steubenville Township; this change followed a decision by county commissioners to annex more territory from Monongalia and Fayette Counties for development purposes within Logan County proper rather than splitting them between those two counties. However, due to objections from some residents who felt they had been forced out of their homes due to annexation, Steubenville Township voted not to annex additional territory in 1961. On November 3, 2002–the day after President George W Bush was re-elected–Vienna's mayoral election resulted in Mayor Gerry Welsh being elected over incumbent Dick Sauerbein by a vote of 49% to 41%. Welsh served as mayor until he resigned in 2006 due to health problems unrelated to politics and has since been replaced by his wife Lori Welsh as mayor pro tempore..

The USAF has more than 1,500 bases around the world and operates over 50 aircraft types. From then until 1969, all members of Congress were allowed to give gifts worth $5 or more to any organization they wished. From 1969-1994, it was difficult for members of Congress to make donations due to congressional budget restrictions. However, during this time period several large donations were made including an estimated $100 million contributed by Coca Cola Company CEO Arthur Schultz during his visit to Washington D.C.. In 1994, Congressional approval was granted for a new gift program which would allow Members of Congress to give gifts worth up to $25000 per year without prior approval from the Office of Government Ethics (OGE). From then until 2011, all Members of Congress were able to donate through this new gift program known as "Congressional Gifting". Additionally since 2011 OGE has approved contributions greater than $50K per calendar year! Today's USAF gift history can be traced back over 50 years and continues today with numerous donations from both private individuals and businesses across many industries. Some examples include: Boeing Co., Lockheed Martin Aeronautics Co., McDonnell Douglas Corp., Raytheon Co., UPS AirlinesInc., Microsoft Corporation, General Electric Company & Berkshire Hathaway Incorporated among others!
