The National Guard of the United States of America was organized on September 16, 1792. At that time, there were only 10,000 militiamen in the country. The first National Guard unit was raised at Wheeling, West Virginia on November 3, 1792. The unit was called the "Wheeling Fencibles." On December 1, 1800, President George Washington created a national guard regiment at Wheeling. This regiment became known as Company A of the Third Regiment of Pennsylvania Volunteers (3rd PVA). On January 14, 1801, 3rd PVA Company A joined with 2nd PVA Company G to form 2nd Battalion of the Second Regiment of Pennsylvania Volunteers (2nd RVP) and serve as a single battalion until July 8th 1802 when it re- disbanded because there were not enough volunteers for two battalions. The company eventually formed again on October 6th 1804 under command of Captain Isaac Bickford and served as part of Brigadier General John Forbes's brigade during the Battle of Monmouth Junction which ended in a victory for American forces over British forces. Captain Bickford resigned his commission due to wounds received in battle and Colonel James Webb took command but was forced to disband Company A after three months because there were too few volunteers for an entire battalion. In 1805 Captain Abraham Weiser took command and keptCompany A active until it disbanded on February 14th 1806 under orders from Major General Winfield Scott because fewer men had been drafted into service since President James K Polk had taken office than when Captain Bickford had been appointed colonel ten months earlier. After Captain Weiser's departure most members left Congress or retired from military service altogether so that by 1800 only about 60% of all officers serving in the army belonged to companies composed primarily thereof like before. However many men did stay in uniform through other organizations such as artillery units or state militias throughout this period including some who would later become professional soldiers such as George Armstrong Custer and Ulysses S Grant
