Parkersburg is a town in Armstrong County, West Virginia, United States. The population was 1,651 at the 2010 census. It is part of the Wheeling–Warren–Fayette Metropolitan Statistical Area. The first permanent settler in what is now Parkersburg was Nicholas Parker who moved from Maryland in 1792. He platted and named his new town after his friend and patron saint, James K. Polk. In 1805, an act of Congress designated Armstrong County Greene Township within Parkersburg limits as a separate town to serve as its cultural and educational center. In 1827, the Town of Parkersburg became the county seat when Armstrong County was divided into two parts: the eastern half became Westmoreland County while the western half remained Parkerstown County. At that time, only white males could vote in West Virginia; African Americans were not allowed to hold office or vote until after Reconstruction following the American Civil War. During its early years as a courthousetown, Parkersburg attracted many lawyers who traveled through Western Pennsylvania for their legal cases. These attorneys left behind libraries and other historical landmarks such as The Old Courthouse on Main Street which still stands today (now used as storage) and First Presbyterian Church on Church Street which served as a social hall for local businesses during prohibition era days when alcohol was not permitted by law in West Virginia Although all white males had been granted voting rights by state legislation following Reconstruction, black men continued to be disenfranchised until after World War II when they were finally given full citizenship status under provisions of Thurgood Marshall's " Negro Bill" As parkerstown grew more established throughout most of history women played important roles including teaching school children before heading out into society or working outside the home raising families . One such woman was Mrs Sallie Foard who taught at one point grade 6-12 girls students Government Hill School starting around 1887 until her retirement in 1951 Mrs Foard is considered one of America’s first female educators

In 1868, the United States Army attacked Fort Donelson in Chattanooga, Tennessee and destroyed much of the fortifications within minutes. As a result of this attack, Parkersburg became part of Unionist West Virginia. From 1870 to 1912, Parkersburg had a mayor-council form of government with three-member boards that administered justice and allocating resources among municipality employees. The first post office was established at Parkersburg on October 10th,1870. After being closed for several years due to lack of mail service from Chattanooga, it reopened on April 14th,1879 under new management under Postmaster General John Fenton Smith.
