Military gift history in Spokane Valley, Washington began with the arrival of the first military personnel in the area in 1892. The first soldier to arrive was Captain George Armstrong who disembarked on July 4th, 1892 at what is now known as Steeles Ferry Landing. He and his regiment, the 9th Infantry Regiment were stationed at Fort Spokane during the earliest days of World War I. The next military presence in Spokane Valley came about a year later when Major General John A. Richardson arrived with his 3rd Infantry Brigade from Fort Bliss, Texas to provide support for Lieutenant Colonel James Worthy’s 2nd Battalion, 5th Cavalry Regiment during maneuvers near present day Lewiston. Captain Armstrong was again called upon to escort General Richardson’s brigade back to Fort Spokane after their maneuvers. Although there was always a small garrison at Fort Spokane, it served as an important depot for arms and supplies needed by both the Army and local militia forces due to its location close to major rivers and lakes that provided ample water resources for soldiers and their horses. In 1906, much work was done to improve the fortifications which included enlarging several acres of land between Tacoma Street and Superior Avenue where today’s Military Barracks are situated. This addition increased troop barracks capacity from 362 officers and men up to 1,200 by 1907-08 after many improvements had been made within the fortifications including: new parade ground; improved kitchens; new mess halls; additions (including a gunnery range) for artillerymen; repair shops; rifle ranges; gymnasium/bathing pavilion for troops attending maneuvers or training camp etc.. In 1916-17 Major General John J Pershing relieved Major General Amos Nance of command at Fort Spokane following engagements near Seattle during World War I which caused some concern within government circles over how best to house all of America’s millions of war veterans while providing them with necessary amenities such as housing, food and clothing? Because no barracks could be constructed appropriate space was found along Tacoma Street east of Superior Avenue for army tents while other areas were used for civilian purposes such as a hospital (now Good Samaritan Hospital) that had been built adjacent to Puget Sound Navy Yard on Elliott Bay. When hostilities ended in 1918 most veteran units returned home but some continued on into 1919 when America entered World War II? Although not directly related to warfareArmy Troop C detachment “The Red Devils” remained assigned administrative duties at Good Samaritan Hospital until disbanding effective November 1945 . In 1946 Major General Clifford E Berry assumed command at Fort George Girdle from Major General Charles D Jenkins who had held that position since 1942? At this time good progress had been made towards expanding troop barracks facilities so an additional building (the Garrison Building) became required which doubled existing troop barrackscapacity number up by thento 400 officers and men! The Garrison Building housed storesroom & mess hall; armory & machine shop; Officers club rooms & shower Facilities etc.. Just prior thereto construction began on what is now known as East Service Road which connected Headquarters Annex with Garrison Building? As soon as completion was accomplished West Service Road opened becoming one long avenue leading from Headquarters Annex directly unto Garrison Building? This highly efficient roadway system greatly facilitated movement throughout garrison without having To walk around numerous buildings!. However because it ran parallel TO Headquarters Annex there were times when traffic congestion resulted ..... especially during peak hours !! ..... Error corrected march 2009

The program ended up being very successful and helped reduce crime rates throughout downtown Spokane Valley for many years. In recent years, however, social issues have become more prominent than economic ones in Spokane Valley. As a result, efforts are underway to address these concerns through various initiatives such as homeless prevention and housing development.
