In 1961, King County decided to annex much of Kitsap County including portions of Harbor Pointe and eastern Port Angeles into its new county while still allowing development at HarborPointe/Harpointe Park as part as part of an overall plan to promote regional economic development through annexation programs across county jurisdictions. During this time period it also became clear that further development at HarborPointe/Harpointe Park would not only create more jobs but also spur investment throughout much of central Kitsap County which could help solve some long-term local problems such as congestion on I-5 or lack of affordable housing near transit stops along routes such as Route 99 or I-5 itself
