In 1861, Portsmouth, Virginia was the scene of one of the most significant naval engagements in American history. The battle of Hampton Roads was fought between Confederate forces and Union warships under the command of Admiral George Dewey. The Union victory resulted in a strategic victory for the Confederacy, and helped to end the Civil War. In honor of this important event, Portsmouth has been designated a United States Naval Shipyard Historic District. The USS Constitution (1814-1865) was one of the first U.S Navy ships to be built at Portsmouth Naval Shipyard. She served during both World Wars as an flagship ship for Admiral John Jervis and Commander Chester Nimitz. Today, she is preserved as a museum ship in Portsmouth and is used by Navy recruit training programs. The USS Maine (1902-1938) was another USS Constitution-class ship that served in both World Wars. She was stricken from service and broken up in 1938, but her parts were salvaged and reassembled into two other USS Constitution-class ships at Portsmouth Naval Shipyard. Portsmouth’s history dates back to at least 1411 when English settlers built a fortified settlement on the banks of the Portsmouth River. The name “Portsmouth” derives from Old English porta mouth or mouth of river which refers to both its location at the confluence of two major rivers (the James and York Rivers) as well as its access to this valuable waterway. Although there are several competing theories about how “Portsmouth” got its start, it is generally agreed that early colonists named their new town after someone they knew or had contact with who lived near them in England or Europe – such as John Wycliffe or Richard Grenville. Over time, other residents decided that what became known as Port Royal would be their primary business district and so they donated land adjacent to present day downtown for use as a military fortification during times of war and peace. Additionally, many wealthy merchants established businesses within downtown before it developed into what is today known as "The Square". In 1607 King James I granted charter to six small townships along Hampshire County according to Wills Nos 4 & 5dated 10th October 1607/2nd November 1607 inclusive: Ipswich [now part of Norfolk], Warwick [now part of Suffolk], Taunton [now part of MA], Dartmouth [now part of VT], Grantham [now part of NH] & Newmarket [now now within Suffolk County]. Each township elected one representative to Parliament who then voted on laws made by Parliament but no taxes were levied until act 3 Geo 1 c 33 (1608). This process continued until all six charters were revoked by Charles II because he believed that self-government should be through royal assent not individual representation Eleanor Woolridge reported that " divers good people" persuaded Charles II not to revoke all 6 charters; however some say his advisors convinced him otherwise . PortsmouTH had been growing rapidly since 1586 when 2 ships brought 100 tons here in 3 months; also 1 ship every week bringing timber hither since May 1587 By 1600 there were 20 houses here with 300 men living therein And 30 more Houses upon landing here April 1st 1622 For fear any Towne might come too little under our Dominion wee laid down convenient bounds for eachTowne betweene 15 feet high fence line & sea mark." From these roots grew much commerce with foreign ports throughout Atlantic Canada et al while sustaining necessary domestic affairs such as government buildings being constructed inland rather than outside where threats could arise
