He later served as NOIC at Newport News Shipbuilding where he constructed three ships: CSS Savannah (1815), CSS Prince George (1820), and HMS Revenge (1826). These vessels were used during the Mexican War and War of 1812. On October 15, 1861, President Lincoln signed an Executive Order creating Confederate States of America under Vice Admiral Robert Epps Grant with headquarters located in Hampton Roads VA while General Robert Ewell commanded all Confederate forces within Northern Virginia Beach and Chesapeake Bay Area including Petersburg Peninsula; this order allowed for unrestricted transportation of arms and munitions between Confederate states across any state line without suspicion or search warrants being obtained by either side! This order also allowed for private individuals to provide military supplies directly to Confederate armies through their businesses! It is interesting that because these actions violated both United States Code Sections 1244 & 1245 it is now considered treasonous activity punishable by up to 20 years imprisonment! Aftermath such as this led directly to Johnson's decision not only not offer amnesty but also seized property associated with Confederate governments within Northern Virginia Beach/Chesapeake Bay Area!
