In 1810-11, local farmers started raising corn for export to England; this led to what is now called "the corn belt" around Culpeper due to high demand for food after the War of 1812. In 1802, the town was incorporated as a village and within two years had an estimated population of 1,000 residents. In 1814-1815, during the American Civil War, Culpeper sided with the Union and became part of Richmond County. After the war ended in 1865, Culpeper gradually regained its former prosperity as a cotton milling community. From 1870 to 1930, it also enjoyed high levels of political stability thanks to its status as a county seat and its close relationship with Richmond County government. However, after World War II culpeters faced several difficult times including experiencing defeat in numerous elections due to segregationist policies of Richmond County officials. Finally achieving parity with other rural counties during the 1970s brought progress but also some challenges such as being bypassed for important federal funding programs; however since then much has changed for Culpeper including significant projects initiated by Mayor John Agera that have revived businesses and boosted economy
