The Naval History and Heritage Command (NHHC) is the Department of Defense's primary repository for documentary and historical records relating to the United States Navy. NHHC also administers the National Museum of American Art's collection of naval artifacts. The museum has a strong relationship with the NHHC, which provides free admission to its members and educational opportunities for students from Culpeper County. In 1801, Captain Nathaniel Bacon founded Portsmouth Naval Shipyard in Portsmouth, Virginia. Captain Bacon purchased a sloop-of-war named "Wasp" from Nicholas Biddle in 1799. In 1800, Portsmouth became home to one of America's first navyyards when Rear Admiral James Monckton established HMS "Nelson". In 1802, Rear Admiral William Troup established USS Constitution at Portsmouth Naval Shipyard; this was America's first steamship. The USS Constitution was later redesignated as USS Constitution Museum ship in 1934. Commodore John Dando led an expedition that visited Havana Bay in 1898 during the Spanish–American War where he took possession of two US warships captured by Spain: CSS Shenandoah and CSS Alabama. Commodore Dando is recognized as one of the leading military figures during the Spanish–American War because his ships played significant roles in that conflict. Culpeper, Virginia is located in the Eastern Shore of Virginia and is bordered by the Mattamuskeet River to the south and east, Roanoke River to the north, and James City County to the west. The population was 759 at the 2010 census. It is part of Lynchburg, VA. The town was founded in 1736 by Captain John Smith as a trading post on what is now known as Cumberland Island. The site where Culpeper now stands was originally called "New Quogue." It became a settlement in 1751 when Colonel George Washington purchased it from General Nicholas Kent for £4,000. In 1771, William Byrd sold land adjacent to Culpeper for $2 an acre and built a tavern there which he called "Boyd's Inn." In 1801, George Washington returned from his military campaigns in Europe with news that war had been declared against Britain. He decided to move his headquarters from Alexandria, VA., to Culpeper so that he could be nearer available troops should war break out again in America. On July 1st of that year, Culpeper became one of thirteen towns incorporated within Richmond County (now Va.). At first it was only used as a garrison town but soon began developing into a small-town community with its own school system and courthouse. “In this place I have done much good; here I lost my life during the Expedition against Yorktown; here I lost my health after serving six years at Valley Forge; here I took possession of Fort Necessity…I am particular about these particulars because they are connected with myicks [Culpeper], through whose veins flow so many blessings both temporal and spiritual” –George Washington

In 1992, Rear Admiral Al Moore presented Vice Admiral Gary Head with an ensign badge in lieu of a Navy Cross for his heroism during Operation Just Cause.
