Culpeper, Virginia is a census-designated place in Fairfax County, Virginia, United States. The population was 21,539 at the 2010 census. It is part of the Washington– Alexandria–Arlington metropolitan area. The town of Culpeper was founded by the colonial grantees of Albemarle County on October 10, 1799 to serve as their capital and seat of government. The original downtown included one block and three doors in what is now Courthouse Square. On September 12, 1800, the town's charter was amended to incorporate two other towns: Stafford and Centreville. In 1802, the north side of Courthouse Square became known as Market Street while Centreville became First Avenue West. In 1807 Fort Monroe was built on land donated by Lord Dunmore and it served as Culpeper's eponymous military installation until its final abandonment in 1917. After that time only local personnel were allowed to garrison it until 1959 when it reverted back to Virginian authorities under newly created Defense Authorization Acts passed by Congress following World War II During the American Revolutionary War (1775-1783), Culpeper served as a strategic base for Patriot militiamen who unsuccessfully attempted to seize British forces encamped along Rappahannock River before they could be evacuated across the river into North Carolina On April 20th 1861 General Robert Ewell arrived at Culpeper with 1st Brigade Confederate Army Corps after fleeing from Chancellorsville through Appomattox Court House Va., his brigade including Maj.-Gen James Longstreet's 3rd Georgia Infantry Regiment which had just joined him there from Fortress Monroe Ewell's brigade re-joined Longstreet's corps at Suffolk Court HouseVa., whereupon they marched southward through Fredericksburg Va., then turned eastward toward Manassas Junction Md., arriving there on May 14th Ewell reached Arlington Heights Md., near present day Pentagon National Military Park entrance about two weeks later than his opponent General Joseph Hooker who had advanced farther north upriver first Hooker ordered his VI Corps Headquarters adjacent to White Sands Missile Range on March 23rd 1865 upon reaching Federal lines around Potomac River estuary
