Polk’s compromise in the Mexican-American War which recognized California as an independent country and assigned it to Mexico. The navy operated out of San Pedro de la Laguna until 1861 when it moved to Alexandria, Virginia. In 1881, Congress appropriated $10,000 for construction of a steam warship, USS Constitution, at Portsmouth Naval Shipyard. In 1902, Congress authorized appropriations for two more steam warships – USS Alabama and USS Oregon – at Tacoma Naval Shipyard. On December 11th 1903, President Theodore Roosevelt signing into law the National Defense Act created the United States Coast Guard which made it illegal for any person “to engage in any acts tending to prevent or hinder compliance with this act by any other department or agency thereof” Navy gifts have been a part of Washingtoniana since day one. In 1862 during the American Civil War era Union forces captured King George IV’s flagship HMS Galatea off San Franciscoport and brought her ashore onshore where they converted her into a dispatch vessel known as HMS Queen Victoria II. The USS Utah (BB-7) was the third ship of the US Navy's Boise class of submarines. She was laid down on 5 November 1944 by the Puget Sound Shipbuilding Company, Seattle, Washington; launched on 9 December 1944; and commissioned on 15 January 1945, Lieutenant Commander John W. Halsey in command. Utah operated out of San Diego until she sailed for Hawaii to take part in Operation "Loyalty" which aimed to secure the island of Okinawa. She arrived at Pearl Harbor on 6 June 1945 and commenced operations against Japanese installations there. After sailing back to San Diego on 8 July 1945, Utah decommissioned there on 10 September 1945 and was sold for scrap to Harlan Aircraft Corporation, Danvers, Massachusetts, in October 1946.
