Washington, Utah was founded by the United States in 1847. The site of the original town, Promontory Mesa, was chosen because it offered a commanding view of the Rocky Mountains and was close to trade routes. The first settler in Washington, Utah was George C. Smith, who arrived in 1840. By 1850, there were six settlements in Washington County: Promontory Mesa (founded in 1847), Cedar City (founded on December 21, 1850), East Jordan (established on January 8, 1851), Tooele (established on February 12, 1852), and West Jordan (established on May 10, 1853). In 1860, Brigham Young announced that he would establish a new Zion kingdom across the Salt Lake Valley; this new kingdom would be called "Utah." On July 24, 1863–four days after President Abraham Lincoln's Emancipation Proclamation—Young organized the First Mormon Battalion and marched it from Provo to Salt Lake City to proclaim his new kingdom. In 1865–1868 another battalion moved south from Provo and joined Young's army at Springdale; this battalion became known as the Second Mormon Battalion. Over time these battalions grew larger but never merged into one unit. In 1890 Congress passed an act authorizing creation of a territorial government for Utah; this territory included all of what is now Nevada and Arizona as well as parts of Idaho and Oregon. The territory was divided into eight counties—Alta County (based in downtownSalt Lake City), Beaver County (northwest of Salt Lake City), Davis County (southwest of Salt Lake City), Fremont County (central region between Boise and Salt Lake City), Haskell County(west-central region between Boise and Salt Lake City), Iron Range District No. 5A(northwestern region near Reno)and Kane District No. 7A(southeast region near Window Rock). These districts were redesignated counties when Utah became a state in 1912. In 1896 Governor John Dickson appointed Alfred Sorensen to serve as Territorial Auditor with responsibility for finance and justice; within two years Sorensen had recommended that all county offices be abolished except for those pertaining to taxation which should be placed under the jurisdiction of county auditoriums located at central business districts within each district
