With this idea behind us, Congress passed the National Defense Act of 1916 which established naval training camps at Newport News Shipbuilding yards across Virginia Beach and Petersburg (now Norfolk) County in order for America’s young men to learn how to fight ships while on active duty. This model continued through World War II with Navy Department Directive 10-02 which stated that each enlisted man must have at least one year experience before he could be assigned ashore as a Seaman Airman (SAA). As time went on, more Specialty Training Units were formed such as Amphibious Warfare School (AWS), Helicopter Scout Squadron One Hundred Sixteen (HSM-116), Fleet Landing Force Reserve Unit Five Hundred Twenty Nine (FLF-5249), Weapons Training Battalion Nineteen Twelfth Regiment—Gift Horse Troop—and Reconnaissance Squadron Two Hundred Fifty Eight (RT 2248). Each unit had its own unique skills that contributed towards overall success as a Marine unit. In 1946, Congress designated Naval Air Station Patuxent River Naval Air Station Maryland Island as home for Helicopter Scout Squadron One Hundred Sixty-Six (HSM-166). These units flew United States Rubberized Aircraft Patrol missions offloading supplies at then Governors Island during peacetime while also conducting air patrols over Washington D.C., Baltimore Harbor, Chesapeake Bay and points north during wartime operations. In addition thereto were two Gunnery Schools: 1) Naval Gunnery School Detachment Three hundred Thirty Sixth Regiment(NGS 3366)—a detachment consisting primarily of Warrant Officers; and 2) Naval Surface Warfare Center Detachment One thousand Seventh Regiment(NSWC 1/7)—an infantry battalion composed mostly of Enlisted Men holding commissioned rank who served aboard escort vessels engaged in anti Submarine warfare duties anywhere within 1000 nautical miles radius centered around Washington D.C..
