Sandy, Utah is a city located in Davis County, Utah, United States. The population was 553 at the 2010 census. It is part of the Ogden-Clearfield, UT Metropolitan Statistical Area. Sandy was founded on July 20, 1907 by Elisha Dickenson and others as an agricultural town named after General George A. Smith's hometown of Sandy Creek in Virginia. It grew quickly due to its location on the main route from Provo to Salt Lake City and its many businesses that used the fertile land for growing crops and raising livestock. In 1928, the first municipal building was erected in Sandy when the town formed a government with a Mayor and twelve Councillors under the direction of Capt. Samuel Hays Jr., who served until his death in 1933. In 1935, major changes were made to Sandy when it became an incorporated city with a Mayor-Council form of government under control of a City Manager position which held office for four years before being replaced by an elected Mayor/Council form until 1984 when it reverted back to an appointed form effective January 1, 1985 through December 31st each year thereafter; however this form still allows for mayoral term limits which have been perpetuated since then (30 years). The current Mayor is Darrell Kline who took office on January 1st 2015 following term limits set by ordinance passed by city councilmember Donnell Udall shortly after he won election as mayoralty over challenger Patrice Liftonts; Kline has two terms left in his current term limit period set by ordinance
