The new county had no municipalities and no money to buy land or build roads so settlers had to travel miles eastward to get their goods. Clearfield was first settled by Mormon pioneers on the edge of Carbon Canyon in 1869-70 when they were looking for a place where they could farm and stock their handcarts with horses because there were no other towns within reach. In 1865–66 James Kapp built an oil well northeast of Clearfield but high water stopped production after just three days due to bad weather and poor drilling equipment; this well still has an oil field surface today but never produced any crude oil
