Cedar City is located on the Kanab River and includes the towns of Cedar Heights and Cedar Vale. It is bordered by Carbon County to the north and east, Cache Valley to the south and west, and Duchesne County to the northwest. The first permanent settler in Cedar City was George A. Smith who arrived in 1847. Smith became president of Central Pacific Railroad in 1865-1867. In 1868 Union Pacific built a railroad between Cedar City and Stroudsburg which made it possible for people to move away from Iowa Territory into Carbon County. In 1869 Brigham Young organized The Church of Jesus Christ of Latter-day Saints (LDS Church) here and began construction of its first temple which was dedicated on December 12th, 1872. Today, over 80% of Cedar City's population are LDS Mormons while 10% are Catholicans/Protestants and 2% are other religions or atheist individuals or groups%. In 1910 Ocean Springs entrepreneur Harry Babbitt proposed that ocean water be pumped out from an underground reservoir near present day Second Unit Creek in order to provide irrigation for his community. This idea gained popularity among local farmers because it would allow them to reduce their reliance on expensive canal water supplies which were brought upriver by wagonloads each week as part of a agricultural seasonlong process known as "flowing."
