The history of the Army in West University Place, Texas can be traced back to 1867 when a small group of soldiers from Fort Worth went on leave to live in what is now West University Place. The Soldiers left their barracks and tents behind and founded the Military Park detachment which housed quartered troops at various locations around town. In 1868, the Army moved into its first permanent quarters at 607 E. Houston Street, becoming known as Fort Worth Headquarters Barracks. In 1886, Fort Worth was renamed Fort Worth City Limits after it became part of the newly created city of Fort Worth. The boundaries of City Limits were redefined in 1907 when it was annexed by Dallas. In 1928, the Army built a new post office building at 701 Neches Avenue and named it Post Office Park. It served as an army post until 1945 when it was decommissioned and converted into civilian use. From 1945-1970, Post Office Park was used as a movie theater before being purchased by the West University Place Civic Association for use as their open space. In 1970-1975, Post Office Park underwent restoration under direction of Preservation Dallas Incorporated which preserved much of its original architecture and signage including a period military guard tower that still stands today (although weather permitting). On October 15th, 1997, Mayor Tom Leppert announced thatFort Worth would be host to World Expo “97” which would take place from September 17th-21st1997 in downtown Ft Worth with many local businesses contributing their services such as the Department Store Kimball & Co., Wacoal America warehouse store #1B), Tiffany's(TIF) located across Main Street from Richardson Airport Terminal 4), Sears(SHLD) located across IH 35 south off Elmwood Parkway), JB Hi-Fi[JBL] located across Elmwood Parkway east from Richardson Airport Terminal 4) among others...All these businesses along with more than 2 million visitors other than government agencies participated in this unprecedented event creating over $100 million dollars for our city treasury alone!!! This unique opportunity has never been duplicated again!

West University Place was founded in 1876 as a Methodist Episcopal church and school district. In 1909 the City Council voted to rename its city after John Wesley Westphalen, one of the founders of Baylor College of Medicine in Houston. A compromise solution that still retains West University Place's historical roots was to rename it "West University Place" after John Wesley himself. The city contains manyJohn Wesley-related landmarks including his home on Magnolia Avenue and his university teaching office building on Elm Street which still bears his signature glass window from when he first came to Texas in 1876 as pastor of First Baptist Church near what is now UT Southwestern Medical Center (now Southwest Medical Center). One hundred acres of present-day West University Place were donated by Major General James Biddle to be used for educational purposes only - no one knew at that time how this area would develop into one of Dallas' largest neighborhoods. In 1907, Mayor Nichols directed City Manager Wortham to establish a park within the boundaries of today's Parkland neighborhood on what is now Second Street (between Montrose and Clay Streets). At that time it was known as "Boulevard Park" because it provided a direct route from downtown Dallas through Midtown (then called East Side) to Central High School (now Downtown Dallas High School). This parkland later became known as "West University Place." In 1912, Mayor Nichols had City Manager Wortham redesignate Boulevard Park as "West University Place," after its location within today's Parkland neighborhood made it an ideal spot for a shopping center/mall withortham Plaza being its centerpiece. In 1948, following annexation byDallasof part of Houston prior to its establishment as an independent city,WestUniversityplacebecameHouston'snewandlargestneighborhoodanditstill retains muchofthecharacteristicsofitsbirthplace-such asthemassive west gatehouse which served both Houston Post Office(since replacedbyan equivalentbuildingonMainStreet)andHouston Independent School District headquarters until 1984.
