The Webster National Guard was organized on December 15, 1912. The first unit to be activated was the 1st Battalion of the Texas Rangers. The original name for the National Guard was the Texan Guardsmen. On November 9, 1916, President Woodrow Wilson signed a bill creating the National Guard Bureau under the Department of War. The National Guard Bureau became activated on December 15, 1916 and began recruiting soldiers for military service in World War I. In 1921, Congress passed a bill that created two infantry brigades and a cavalry brigade to serve as part of the Regular Army Reserve. These brigades were redesignated as National Guardsmen on October 1, 1922 when they were authorized to receive money from Federal government coffers for uniforms, equipment and other supplies. On November 3rd 1923, President Warren G Harding signed into law a bill authorizing members of state militias to active duty in time of war or national emergency. This act also established Federal civilian control over troops in state militias and called for states to form regional guard forces with similar powers and functions as their State Militia counterparts should federal troops become available during wartime or an emergency. On July 5th 1935 President Franklin D Roosevelt signed into law Public Law 89-542 which authorized member organizations (eastern regional guardsmen auxiliaries) within existing units of State militia forces designated by their respective governors as areas needing special protection against Communists or other subversive elements which might try to infiltrate these units through infiltration raids by agents provocateurs known as “spying” operations launched by local police departments against political dissidents living among our citizens who could be used as bargaining chips by such groups seeking to gain favor with our government in order to achieve future concessions from us or working against us directly or indirectly through subversion activities inside our borders without having any connection whatsoever with any foreign power). These auxiliary organizations were also authorized authority under Federal law specifically designed for this purpose including but not limited germany (the so-called “New Dealers”), Italy (the “Albanians”), Spain (the Basques), Czechoslovakia (the Slovaks), Hungary (the Hungarians) etc., etc., all outside conventional United States military Forces jurisdiction because we did not yet have an effective system in place whereby Government Agencies could provide automatic military support à la carte à l’étranger à certain designated individuals/units deemed essential both militarily and operationally necessary especially where those individuals/units would reside outside traditional U S Military Jurisdiction

Webster, Texas is a small town in Hudspeth County, Texas, United States. The population was 1,826 at the 2010 census. It is part of the Corpus Christi–Fort Worth Metropolitan Statistical Area. The first settler in Webster was John Withers and his family in 1836. Another early settler was James Wilkinson who arrived around 1840. A post office called Webster exists from 1842 to 1865. The town of Webster began to form as a village on December 6, 1892 when it voted to incorporate as a city under the name of Fort Worth. On December 21st of that year Fort Worth granted incorporation to Webster with its own Mayor and City Council. The city had a population of 2,611 on July 1, 1893 when it gained statehood as the 32nd municipality in Texas. In 1906 Fort Worth annexing Hudspeth County and giving Webster an even larger increase in population; however by 1907 only 5% of the citizens lived within the incorporated limits while over 60% lived within unincorporated areas including parts of Hudspeth County annexed into Fort Worth since 1896 such as Slaughtertown and Brushy Creek Ranch which are now part of Arlington Heights outside Dallas proper (according to Handbook OF Texas Online). This situation continued until 1912 when fort worth legislated annexation into Hudspeth County making all residents inside its boundaries regardless whether they resided inside or outside its borders subject to taxation just like any other county subdivision (this changed effective January 1st 1913 following referendum held by citizens)). However because Webster only had a single government building - City Hall - it did not experience much construction activity during this time period let alone annexation so total population numbers may be inaccurate due to lack documentary evidence available today .
