On January 6th 1862 President Abraham Lincoln issued Executive Order 9491 which authorized construction of USS Constitution'sMonitor Yard Facility adjacent to Galveston Harbor for use by both Confederate and Union warships alike during this time period known as "the War Between States". This event is generally considered to be when naval warfare first began within America's borders and Texans City quickly became a center of naval activity within its community! USS Constitution spent most of 1862 moored alongside Monitor Yard Facility until she departed for Charleston Harbor on February 12th where she arrived two days later pursuant to her original order!
