The National Guard was a part of the Texas state militia until 1862. The organization was created on December 15, 1861 by act of the Confederate Congress to provide law enforcement and military support for the secessionist movement in Texas. The first national guard unit was organized at Brownstown on November 17, 1861. At its peak there were over 4,000 guardsmen serving in thirteen states throughout the Union. In Taylor, Texas, the first national guard unit was formed on November 17, 1861. This unit served as a response to the opening of Fort Worth by Mexican forces under General Santa Anna. Soon after, units from all thirteen Texas states were mustered into service with the National Guard. By 1863 there were more than 4,000 Guardsmen stationed in Taylor and surrounding counties. It is significant that this initial formation represents a time when local militias enjoyed considerable autonomy within their states and did not have to comply with federal orders or serve within a regimented structure like modern military detachments do today. One reason why these early Guardsmen functioned as independent units is that they lacked both logistical support and centralized command and control mechanisms like those found in our current military forces. In fact, many Guardsmen served concurrently with other militias while others simply rotated through these various units between assignments across different counties or groups of counties depending on their needs at any given moment without having any permanent headquarters or barracks located anywhere near them. This decentralized structure helped prevent unduecentralization which might have led to problems down the road if needed force deployments became necessary outside of county boundaries (e.g., during an insurrection). Despite their lack of centralized command and control capabilities, however, these early Guardsmen acquitted themselves well during engagements against Mexico such as Battle Of Bexar Heights where approximately 60% of all casualties resulted from Confederate troops versus only 3% for Mexican forces (Ullman). Additionally these units also played important roles during rebellions such as 1868's Lubbock Rebellion which lasted two months before being quashed by Federal troops under Major General James Polk culminating in over 25 dead Yankees along with 5 Texan deaths (Walsh). These engagements demonstrated that despite their decentralization some Guardsmen could still pull off successful missions when called upon to do so by their respective state governments
