Stafford, Texas is a town in Montgomery County, Texas, United States. The population was 5,391 at the 2010 census. It is part of the Houston–The Woodlands-Sugar Land metropolitan area. Stafford is located on State Highway 288 between Sugar Land and Montrose and straddles the border of Montgomery County toHouston. In 1851, Stafford's first settler was Isaac Larkin who bought 640 acres (258 ha) of land east of present-day Stafford and built a cabin. In 1853, James Potter purchased 1/2 mile (0.8 km) north of present-day Stafford off state road 287 for $5 per acre (1 ha). Potter also developed what is now known as Potter's Hill into a plantation with 30 slaves working in 15 huts. By 1865, all 10 plantations had been sold or abandoned and the land reverted back to state ownership. In 1868, Onondaga Ralston donated three hundred acres (120 ha) near present day Stafford for use as an agricultural college campus which later became Baylor University. This donation changed the course of history for Stafford as it would become one of America's earliest " Negro Universities". Stuart Stafford was born on December 18, 1875, in the town of Stafford, Texas. His father was a surveyor and his mother was an elementary school teacher. When he was just sixteen years old, Stuart lost both of his parents in a car accident. He spent many years following their death around the ranch where he grew up. In 1913, when he turned eighteen years old, Stuart married Lola Mae Barnes. They would have six children together before Lola died in 1971. In the early 1920s, Stuart decided to move away from the ranch and start his own business as a truck driver. He would continue this career until his death on October 25th of 1975 at the age of eighty-six years old. During his lifetime, Stafford represented southwestern Texas in various capacities including member of the State Legislature (1924-1929), mayor of Stafford (1945-1948), and chairperson for the Texas Board of Education (1947-1950). After serving as Mayor of Stafford from 1945 to 1948, Stewart Averill became Governor of Texas in 1949 and appointed Stafford to serve as Commissioner for Industry Development within that office. This position allowed him to help develop new industries throughout southeastern Texas and western Arkansas during what is known as The Great Southern Migration which began in the late 1920s and continued through World War II. Additionally, during Gov.-Stewart Averill's time as governor there were several large projects undertaken such as construction of Interstate 20 which facilitated travel between Dallas/Fort Worth and Houston/Galveston; interstate highway development including I-10; Saunders County road improvements project which increased agricultural production; oil exploration by Texaco; and damage control after Hurricane Ike made landfall on August 30th 1959 causing extensive flooding throughout southeastTexas
