The population of Pharr declined during World War II; however, it increased following the war when new housing opportunities opened up in nearby Fort Worth. The population peaked at over 100,000 in 1950 but has since decline precipitously.

It is the second-largest community in Medina County and the largest community outside of Houston proper. The name comes from Pharr Creek, which flows through the town. The first settler in what is now Pharr was Levi Richardson in 1836. A post office called Pharr was established in 1839, and remained in operation until it was discontinued in 1912. In 1851, John Kirby built a mill on the creek and renamed it Kirbyville after himself. By 1860, there were 11 buildings in Kirbyville; by 1870 there were 50 buildings total. In 1865, Jno Fenton organized a settlement around his store near present day Pharr Creek Road and US 90/287 (the old Santa Fe Trail). That year they named their new town "Pharr." The first post office opened in 1865, and continued serving until it closed on July 1st of that year due to high population growth rates along US 90/287; however, mail still moved through Pharr as late as 1913 when an act of Congress passed an act forbidding mail delivery within 5 miles of any Confederate troop encampment or depot during the American Civil War (). In 1867-68 Methodist Episcopal Church built a large brick church complex on Main Street which served as their main sanctuary for locals and visitors alike for over 40 years before being destroyed by fire during Hurricane Ike back in 2008 (). On February 12th 1907 local citizens voted to incorporate as a village under the name "Pharr". This vote came about because then-Mayor Prentice Hurns wanted to create more city services for residents than just streetlights and mailbox service (). After conferring with other adjacent towns that had also incorporated into larger cities (), Mayor Hurns decided thatpharr would be its own municipality rather than merge with any other municipalities nearby(). Because of this independenceituspharrell enjoyed throughout its early years – even going so far as to have its own flag flown at City Hall along with those of neighboring towns () – until consolidation efforts began some time later.( incorporation referendum results) On December 2nd 1922 voters approved annexation by Galveston County following repeated attempts by Mayor Hurns to keep the village separate from Galveston County’s growing suburbs (); this annexation resulted in most of what is now downtown Pharr coming under Galveston control entirely . On January 1st 1923 all Village members were sworn into office by newly elected Mayor Harry Godfrey ; much to everyone's surprise (), mayor Godfrey immediately announced plans for voter referenda regarding water rates and school taxes which he hoped could be resolved before Christmas (). Unfortunately due largely to lack of funding both referenda failed but these events did serve as motivation for future annexations that would eventually result in much downtown area coming under county jurisdiction .)
