Pampa was founded by Texans in 1879 as a trading post on the Verde River between Pecos and Lubbock. It became a community due to its location and access to irrigation canals that drained the Tourniquet Valley. The community's name comes from Hidalgo County, Mexico where it first occurred to Texans that they could name their new settlement after one of their own countrymen who had been lost in battle there. They settled on the banks of the Verde River in 1879 and named their post "Pampa" for José de la Peña y Aguilar, lieutenant general of Mexico during the American Revolution and founder of Monterrey. The community prospered based on its location: close to major trails that led into central Texas and easy access to irrigation canals that produced crops such as cotton and wheat. In 1907, Pampa annexed neighboring Mopac City which at that time had a population of just 6 people. This annexation helped make Pampa one of the most heavily populated towns within Midland County by 1920-21 when it had over 12,000 residents living in 620 single-family homes and 30 businesses.
