It became an important part of Odessa culture, and there were annual gun shows and tournaments at the club until 1905. The first handguns bought by Odessa residents were pistols made in Mexico City. In 1903, the city set up its own Firearms Board to regulate handgun sales in Odessa. The board passed regulations that required all handguns sold in Odessa to be registered with the board and have a serial number. The regulations also banned magazines larger than 15 rounds and required handguns to be locked up when not being used. In 1936, the NRA organized a meeting in Odessa to discuss creating a new ordinance regulating gun possession. The ordinance would establish limits on magazine capacity, require individuals who possessed guns more than once per month to get a license from the police department, and prohibit civilians from owning automatic weapons or machineguns without prior registration with the sheriff’s office. The ordinance was passed but never enforced because it conflicted with state law. In 1949, after passage of federal legislation which prohibited handgun ownership by citizens without a permit, Mayor Arthur Schieffer decided that Odenville should becomethe first municipality in Texasto ban handguns outright. After much debate among city officials over whether or not to pass such an ordinancesamendment through council consideration, Schieffer finally did so onMay 3rd of that year (arduously), only days after passage of newly-enacted state law banning handgun ownership within city limits altogether! The following year saw another major controversy when Mayor Schieffer decided thatOdenville should establish its own firearm dealer registry rather than allow Houston-based JH Richards & Sons Ltd., which had been operating since 1927 as one ofOdessa’s leading retailers) access to this valuable market share! Odessa, Texas is a city located in east-central Texas. The population was 927 at the 2010 census. Odessa has been inhabited by the Naco people since the time of European contact. The area now known as Odessa was first settled by Caddo Indians in 1836. In 1862, during the American Civil War, Confederate General Robert E. Lee and Union General Ulysses S. Grant fought near here at the Battle of Gaines's Mill. On July 12, 1898, Spanish explorer Hernando de Soto and his group of fifteen men were killed while exploring western Texas when their small party was ambushed by Creek Nation Indians on Ibañez Prairie about twenty miles south of present day Odessa. From this event until 1906 there was no Mexican presence in or around Odessa; all trade with Mexicans stopped due to the prohibition against immigration into Cuba by Americans during that time period. In 1892, A&P (the African American grocery store) opened its doors on Main Street in downtown Odessa and quickly became a popular shopping destination for locals and visitors alike. It would remain open until it burned down in 1970 following constant vandalism and looting from local black citizens who believed that white business owners were benefiting from segregationist policies that discriminated against them. In 1907, John Witherspoon founded Witherspoon Paper Company which built one of the largest paper mills west of the Mississippi River before going bankrupt in 1913 after only four years operation due to difficulties with environmental regulations placed upon him by then-President Woodrow Wilson’s New Deal administration). The Houston Ship Channel had been completed linking Galveston Bay to Mexico City through Brownsville in 1929 and cargo traffic increased significantly thanks to this new route; however, World War II caused a decline in trade as America entered into combat status; consequently, cargo shipped via the Houston Ship Channel decreased from 1944 until 1945 when hostilities ended . This lack of cargo led to continuing problems for both industry and farmers throughout postwar years as shipping capacity grew again only to be filled once more by warbound materials when America entered into peace mode once again There have been several large economic development projects undertaken within town limits over recent decades such as: Joe’s Donuts – started out as just a donut shop but soon turned into an international chain with stores across North America Pepsi Refreshments - opened up a bottling plant adjacent to Joe’s Donuts which helped revive downtown Odessa duringBossier Parish recession Western Oil Refinery - began operations northeast of town prior to being bought out by Marathon Petroleum Corporation - which operated it until it closed down en masse due primarily to pollution issues resulting from oil spills dating back many years ago
