The Odessa Army Depot was founded in 1942 as the Odessa Arsenal. It became the Odessa Army Depot and Air Force Base in 1949, and then the Odessa Army Ammunition Plant in 1970. In 1992, it was renamed the Odessa Military District. The district is responsible for all military activities in the city of Odessa, including storage, transportation, armories, and installations. During World War II, the depot was used to produce munitions for the war effort. After 1945, it became an important center for research into new munitions technologies. In 1948-1949, it also produced vehicles for use by Soviet artillery forces during Operation Vostok: The Invasion of Korea. The plant's production capability allowed it to produce a wide variety of weapons including tanks (including T-34s), trucks (including SUVs and Land Rovers), artillery pieces (including guns and mortars), aircraft (mostly MiG Alley jets), missiles (such as Novaya Zemlya hypersonic missiles), and submarines. In 1990-1992, when Russia withdrew from Mikhail Gorbachev's Boris Yeltsin's government, most of its arms production stopped due to economic reasons. However, a few weapons continued to be produced at the plant until 2003-2004 under transferred ownership by Rosoboronexportexport Ltd., an Russian state export company that specializes in arms sales to foreign countries.
