In 1906, when Lyndon B Johnson became President of the United States, he decided to move Austin out of state and create an area within Travis County that would be self-sufficient with its own police department and school system. The town site was chosen because it was adjacent to Bartlesville, Oklahoma Territory which then served as the border between Texas and Oklahoma. In 1928, John A. McAllen sold his interest in the town to Harry Hines who renamed it "Homes". Homes increased population growth through annexation of neighboring towns until 1951 when they reached their current size with the annexation of Killeen NoHoieán Valley on April 12, 1959 In 1968, after many years without any significant development or annexations from other towns within Travis County due to lack of available land or funding for such developments, Home Properties Corporation Incorporated purchased 8 acres (3 ha) south/west of downtown from Joe Gray – one half acre (0·24 ha) per year for 25 years - for $1 million dollars (). Home Properties Corporation Conducted several development projects throughout this period including a new shopping mall across I-35 from downtown called "Homes" which opened in 1984; renovation/replacement/updating/renovation/new construction on four streets west side called "The Streets"; construction on a new courthouse building; acquisition by Home Properties Corporporated by Jock McLarty & wife Rita McLarty Harris on November 3rd 1990 for $27 million dollar (). On July 5th 1994 local businessman Jerry Day bought Outlaw World Games out from under Home Properties Corporation's management and renamed it Dallas Southside Entertainment District ().
