Laredo, Texas is a city located in Webb County, Texas, United States. The population was 1,237 at the 2010 census. It is the county seat of Webb County and home to the largest concentration of Hispanics in Texas. Laredo's economy is based on agriculture and manufacturing. The city has a nickname "The City of Memories" because many residents from Laredo moved to Dallas or Houston after World War II. Laredo was founded by Antonio López de Santa Anna as Limón ( pronounced La-moh-nuh). At its present site, it was laid out in 1836 by Major General Antonio Lopez de Santa Anna and renamed for him after his victory over Mexican forces at the Battle of Lomas de la Laguna on October 26, 1835. After independence from Mexico was achieved in 1846, Santa Anna designated this area as part of his new province of Nuevo Leon. In 1850, following an act approved by Congress which designated Webb County as a suffrage district for voting members of the Texas House of Representatives, general José Joaquín Botecho decided to move the county seat from San Marcos to Laredo in order to better serve that constituency. On December 12 of that year Botecho ordered the erection within two miles (3 km) radiusof each mill town named after himself--Larézia Millán; Mogollon Millán; Buena Vista Millán; Pájaro Hill Millán; Villa Park Millán--of a series of stockade walls around these towns with watchtowers commanding a view upriver into Mexican territory beyond them. By 1861 all but one town had been built and stockaded and were under military jurisdiction until 1862 when they were transferred back to their respective proprietors or governors. In 1870 Antonio Valdés acquired title to Lots 2 through 10 in what is now downtown Laredo from Juan Francisco Ortiz y Salazar for $5 per lot. This property would become known as Ranchos Valdés/Ortiz & Salazar which included parts of today's downtown including much of what remains today east side streets such as Paseos de la Reforma and Main Street between Larimer and San Pedro Streets south side streets such as Callejaneno Street near US 90 west side streets such as Flores Heights Avenue near Main Street north side streets suchas Avenida Revolución between Larimer and San Pedro Streets while lots adjoining it became known simply as Valdés land although technically still subject to ranching control until ceded outright to the City on November 30th 1959 pursuant To Resolution No 711 issued by Mayor Gustavus Amedeo Carrillo qui ceded all right thereto including water rights & other mineral interests
