The Laredo Coast Guard was founded in 1915. The Coast Guard currently operates over 2,000 vessels and employs over 430 individuals. The Coast Guard is responsible for Search and Rescue, law enforcement, public safety, coastal defense, and maritime protection. The history of the Coast Guard in Laredo begins with a volunteer force that responded to the Mexican borderlands during the early 1900s. In 1914, the first permanent coast guard station was built in Laredo after request from Mayor John Pemberton. The first captain of the coast guard was Harry Haggerty who served until 1920. In 1925, Captain Luther Kapp took command of the coast guard and began to establish a shoreline patrol network across Texas. Kapp became known as “the father of Texas” for his role in creating this system. From 1925-1935, Captain Harold Weinstock led the Coast Guard in Laredo while serving as Commandant General stationed at Corpus Christi Naval Station (now Corpus Christi Harbor). During World War IICaptain Harry Saylor staffed our harbor with American soldiers to provide security on our coastline while we engaged German submarines off our coast. In 1951 Captain Elmer Brown became Commandant general of all branches of government service under Defense Secretary James Forrestal which included members from both federal agencies including the Coast Guard America headquartered at Arlington National Cemetery in Virginia Beach VA., and alsosong Navy ships operating out of Corpus Christi Naval Station . Under Brown’s leadership all services were integrated into an unified command structure providing increased operational efficiency and effectiveness across agency lines essential for homeland defense purposes against possible worldwide threats such as terrorism or expanded Soviet control over Europe or Asia
