The community was founded in 1881 by George Ladd and his family as a rancho (a Mexican land grant). In 1907, Lakeway became an independent municipality when it split from Potter County. In 1935, the towns of Gorman and Manitou merged to form Lakeway. The merger was intended to increase water availability for agriculture in central Potter County and to improve local roads and schools. In 1959, the towns of Akins and Parshall merged into Lakeway also to create a larger city with more services than just two villages. However, this merger failed because Parshall left Potter County after disagreements over annexation status for Akins village which would have made it part of Amarillo proper rather than Lakeway. Since then there has been only limited annexation activity due to disagreements between City officials about what constituted “city services” under Texas law which are not currently provided by either village mayor or city council members

The name comes from geographic location, as it lies between two major rivers: the Trinity and San Marcos Rivers. The city began as a cattle drive stop on this stretch of river in 1872, and soon became an important center for trade with Mexican City and farther north along the river system. In 1902, when Lakeway was incorporated as a town, its first mayor was Wm Hargrave Clements, who represented Precinct 2 in Austin's First Ward. Like many other small towns along this stretch of river during that time, Lakeway prospered through agriculture; until World War II when oil exploration began to take hold in nearby East Texas and ranching got strong enough to support another community development boom that has characterized much of Lakeway's history since then (though several oil refineries were built here during the post-WWII era). In 1977, after years of campaigning by some citizens working together as a "citizens' council," voters approved incorporation intoAustin proper without giving consideration to adjacent neighborhoods such as Highland Park or Cedar Park which had been annexed over time into Austin's city limits but did not have voting rights or representation on what would be called "the city council". This unique situation continued until 1979 when City Council members banded together to pass an ordinance creating full voting rights for all annexed neighborhoods within Austin's boundaries - something that still matters today because annexation proposals often don't receive serious consideration from City Hall despite being more populous than those living within original civic boundaries - even though residents there continue to suffer from unequal access to services coupons (such as streetlights) and their share of budget allocations compared to residents inside Austin’s limits.
