Kerrville, Texas is a small town located in central Texas and the birthplace of law enforcement. The first police officer to be hired in Kerrville was George P. Hill in 1881. The population of Kerrville grew rapidly during the 1920s and 1930s as people immigrated to the area from all over the United States. In 1937, the Kerrville Police Department became part of the new municipality of Round Rock, which included much of present-day Austin. In 1951, Officer Willis Epps was killed while on duty when his car collided with another vehicle near what is now I-35W. The death of Officer Willis Epps marked a turning point for Kerrville as it became one of the few cities in Texas to have its own police department. In 1956, Officer Roy Rogers was killed when he was shot by an unknown assailant while responding to an accident report at a remote community known as Butte Creek. This event made national headlines and led to increased security precautions for officers working in rural areas across America. In 1978, Lieutenant Colonel Bob Seaton took command of the Kerrville Police Department after years of service as Chief Deputy Sheriff in McLennan County,Texas. Lt Col Seaton's tenure saw great changes within the department including establishment of a Gang Enforcement Unit and enlargement of patrol boundaries into portions ofRound Rock that had been cordoned off since its inception as a tiny town! In 1984, Lieutenant Colonel Seaton was named Commander-in-Chief (CIC) for all Law Enforcement Units within Travis County following countywide consolidation which had taken place earlier that year! Under Lt Col Seaton's leadership, KPD achieved numerous accomplishments such as being ratified by both American Federal Police and state law enforcement agencies as well as hosting their first SWAT deployment! In 1990 Major General Dave North took command from LtCol Seaton and led KPD through some difficult times including allegations of wrongful accusations against several officers including one who later lost his job due to this abuse! However, under Major General North's guidance KPD managed to post reliable crime statistics throughout most Of Texas during his time on duty! He also oversaw construction/updates/maintaining facilities for both our current building fleet (padded cars) and expanding our use OF Crime Lab services!!! These efforts resulted in continued success under his leadership culminating with him becoming Commanding Officers Branch Commander effective July 1st 2001!!! On July 1st 2003 Lieutenant Colonel William Slaughter assumed command from Lt Col William Slaughter following his retirement!! Kerrville is located in the Valley of Mexico, a region that has been inhabited by the Nahuatl people for over 4,000 years. The first Europeans to visit the area were Spanish soldiers who landed in what is now Kerrville on November 26, 1519. The town was founded by Captain Francisco de la Garza and his party as part of a military expedition attempting to explore new land west of the Texas River. In 1836, during the Mexican-American War, General Antonio Lopez de Santa Anna ordered General James Hogg to march northeast from San Antonio towards Kerrville to attack Mexican forces stationed there. On July 6, 1836, after days of marching and skirmishing near present-day Kerrville, Hogg's force arrived at an Indian village called San Fernando Hill and discovered that it was unoccupied. Although provisions were meager and most men had little experience fighting against Indians, Hogg decided toattack the village anyway. Heading into battle with only 7 infantrymen against more than 100 Apache warriors (some say as many as 150), he lost control of his unit and began routing his own troops back across the riverbank. Aftermath showed that Hogg had not Properly planned his assault; many members of his army drowned when they Tryed to cross over while under pressure from Indian gunfire;[1] nevertheless Santa Anna orderedHogg's forces reinforcements totaling 50 men to be sent eastward instead.[2] In 1837 Captain de la Garza again attemptedto establish a permanent settlement at Kerrville but this time he failed due to lack of water or food supplies and abandoned all plans after two months.[3] A year later another group led by José Moreno established themselves at nearby Mission Bahía Blanca but this time they too failed due to epidemics sweeping through their community (now known as San Marcos). At this point early settler George Warton completed construction on what would become known as Warton’s Adobe which stood today between Main Street southbound on State Highway 183 and Slaughter Road northbound on County Route 571. Utilizing materials scavenged from surrounding missions including building posts, lumber salvaged from destroyed homes along Little Red River Canyon and local cowhidesWarton built himself a rudimentary shelter around 1850 using largeanches cut down in nearby Lubbock National Forest[4][5]. By 1851 Warton had erected enough substantial infrastructure for an initial population of 30 consisting predominatelyof women and children before succumbing to illness in1852.[6][7][8] Kerrville experienced its greatest growth until about 1880 when numerous small towns sprung up throughout southern McLennan County due largelyto oil drilling in what is now Barnett Shale field within McLennan Countyand adjacent Muskegon Heights Township outside Tyler County. This boom also caused extensive damageboth physically & emotionallyto various businesses & residences within town limits resultingin widespread social disunity which persists TO THIS DAY among thoseOriginal Settlers who left civilization behind
Kerrville was established in 1827 as a cattle and wagon stop on the San Antonio River. It became an important railroad center, and later a coalfield. The town prospered until the discovery of oil in nearby Midland in 1901 caused a decline in population and economic activity. In 1907, Kerrville was renamed to Texarkana after its founder, General James Fenton Kerr.
