In 1907–08, City Council decided that instead of using common council funds to maintain streets and sidewalks around town they should use public money to fund civic improvements such as libraries and parks that would then be leased back to the municipality when needed[4]. These measures were successful enough that we never again sawcommon council funds used forstreet maintenance outside of special events like street cleanings or sealing up potholes! In 1932–33 City Council voted not to issue any bonds for new sewers because they felt there would be no need given how quickly south Oak Cliff developed[5].
