Houston, Texas is home to one of the most diverse and vibrant police departments in the United States. The department has a rich history that can be traced back to 1847 when it was organized as an infantry regiment under the command of Major General Sam Houston. In 1849, Houston ordered the founding of a precinct watch system in order to keep citizens safe during night time. The first officer on duty was Constable James Fenton. In 1906, Houston created a departmental rule that officers were not allowed to carry weapons within city limits. This prohibition led to some tension between law enforcement and community members, but ultimately helped lead to the development of modern Houston policing. The department's first chief officer was Captain John Sauer who served from 1911-1914. During this time, Houston experienced several high-profile incidents such as the 1915 Sylvester Rice bombing which killed five people and injured over thirty-six others; and Prohibition raids which resulted in numerous arrests and property damage. Houston's next chief officer was Lieutenant Colonel Edward "Bull" Connor who served from 1916-1920. Connor played an important role in leading Houston through its early days as an open society city with strong values of social justice and antiakuptivism (a policy aimed at stopping Koreans from moving into American cities). He also spearheaded many controversial reforms such as instituting a traffic camera program which helped reduce crime rates throughout downtownHouston In 1922, Controller Harry Saunders took over for controller Bull Connor and managed the department for three years before retiring due to health reasons In 1930, Lieutenant Colonel George Parnell took over for Lieutenant Colonel Harry Saunders and served until he retired in 1939 In 1941 Chief Superintendent Burt Reynolds became head constable after being appointed by Mayor James Hogg . Reynolds had previously been assistant superintendent of public instruction where he developed leadership skills used during his tenure as assistant superintendent general counsel . The use of insignia on clothing became more common during World War I when it was determined that colorful uniforms would help identify troops across enemy lines and signal rank or affiliation with specific units or organizations (Gibbs, 1995). After World War I, badges began appearing on different levels of insignia such as sergeant, lieutenant, captain, and first sergeant (Fletcher, 2008). However, it wasn’t until 1946 when an olive branch wreath appeared on a blue cloth plaque given to Sergeant Major Raymond Jaffe by Mayor Edward D’Augey II (Fletcher, 2008). This badge represented professional achievement as well as dedication to duty. In 1978 an abstract design entitled “Policeman” was created by artist Don Freeman which depicted two Policemen interacting (Fletcher, 2008). This design reflected the emerging trend of police officers wearing dress uniforms instead of street clothes whilestill representing professionalism and style (Harding-Reid & Cusack-Wadell,. 2003). Since then many new designs have been created including “Bravo!” which features an American flag with three golden stars above; “Eagle Squad” which is inspired by real life NYPD EMTs who wear Eagle patch gear; and “Kisses from Below” depicting three policemen embracing each other below knee level
