Horizon City is bordered by Juarez to the south and east, Webb to the north and west, and Lubbock to the northwest. The city began as a small settlement on the banks of White Sands River in 1881. The name was given to it by Jens Jensen, who was general manager for railroads in East Texas at that time. In 1910, Horizon City became a town when it annexed parts of Webb and Lubbock counties. In 1916 it changed its name to Horizon City after being designated as an International Settlement by American Red Cross Overseas Committee member Colonel George Cushing Owen. In 1951, Horizon City annexed part of what is now Midland County. At that time it had a population of just under 6,000 people and its current size exceeds 20,000 people today due in large part to annexation into Midland County in 2001 and again in 2011. The cities have also been active in developing new industries including energy production (eagle Ford shale oil), agricultural production (farming with corn) and manufacturing (welders).
