In 1896, the town renamed itself after John Denton's hometown of Cedar Rapids, Iowa. The first store in Horizon City opened on July 16, 1916 and was operated by Leland Hays and his brother-in-law Wm. Pugh from their home on Main Street. Horizon City became an official municipality on December 3, 1941 when it incorporated as a result of the American Civil War effort to keep Confederate forces from moving into Williamson County through annexation by other communities such as Texarkana and Marshallville. At that time its population numbered just over 150 people; however it rapidly grew with the arrival of World War II veterans and their families who vacated nearby military bases or found new homes in Horizon City during wartime rationing periods which were unusual at that time In 1945, Horizon City contributed two cents per day to support Victory Over Japan Day Memorial Museum activities which were conducted at then-Fort Bliss Army Campgrounds adjacent to the air base until those facilities closed in 1991 following unification of Fort Bliss with Arlington Heights Naval Station . On October 15th 1958 Hurricane Ike struck landfall near Refugio Beach causing damage to many structures within miles of downtown but no loss or fatalities; this caused some residents to migrate back into Horizon City during halftime of Oilers game against Philadelphia Flyers On January 27th 1959 voters elected Clyde Aiken as mayoralty president effective February 1st 1959 - he held this position until his death on March 17th 1963 due to a heart attack; thereafter city Manager Driscoll took charge . On November 3, 1907, the first oil well in Horizon City was drilled. The well was named "Waco" and it produced 1 barrel of oil per day. On October 25, 1914, the first gasoline station in Horizon City opened. It sold gasoline for $1 a gallon. In 1916, the first electric lights were put in Horizon City. The first store in town was bought by J.P. Morgan and his son John J Morgan on October 9th of that year. The store was called the Merchants' Exchange and it was located at 301 W Main Street. From 1916-1918, Horizon City had a post office which functioned as an extension of the new town hall built just east of Waco on US Highway 290/US Highway 287 known as the "Horizon County Post Office." In 1918-1920, there were two schools in Horizon City: one school which served grades 1-5 and one high school which served grades 6-9; both schools were operated by the County School District #2). However, by 1922, only grade kindergarten through 2nd grade remained in Horizon City while all other public schools closed within the county due to budget cuts made by then Governor Moody (a Republican). In 1923-1925, there were three businesses open in town: two stores run by relatives of J.P.-Jillie Morgan (the mother and daughter of John J Morgan) and one store run by Henson & Price who also ran a market outfitted with a grocery department; all three businesses closed within six months due to lack of business or customers according to an article from 1925 entitled "The Town That Closed" In 1926-1927 there were four businesses open including two stores operated by relatives of Henson & Price along with another grocery store operated by Addison Grocery near what is now US 281 southbound exit off IH 20/US 281 northbound exit off IH 20; all four businesses closed within six months due to lack of business or customers according to an article from 1927 entitled "The Town That Closed". By 1929 only one business remained open: Addison Grocery which continued operations until its closure in 1951 After World War II ended on September 2nd 1945 local citizens decided they needed their own government so they formed their own city government known as "Horizon Township Government" on October 5th 1945 when they voted 0% for president Harry S Truman because he didn't support America's entry into World War II
