Highland, Texas is a small city in the U.S. state of Texas, located on the border of El Paso and Juarez counties. The population was 824 at the 2010 census. Highland began as a rancho in 1882, when Mexican American Lupe Valdez and her family purchased land from José César Chávez for $4 per acre. The Valdezes made their home there for over fifty years before moving to Plano in 1938. The city was founded on December 16, 1911 by Elisha Peña and thirteen others who platted what is now Highland on Rancho del Rio Grande de Hidalgo County land east of modern-day Alpine, Texas. On September 15, 1912 they organized a town meeting to create a government for the new community; it wasn't until 1913 that they chose the name Highland after Scottish highlands near Inverness which they had seen while traveling through Mexico City. The first post office opened in 1916 with Elisha Peña as Postmaster; he served until his death in 1922. Highland experienced rapid growth following World War II as people migrated into the area to work within the burgeoning post-war economy. The city's population reached 1,000 by 1951 and soon surpassed 2,000 residents during its peak in 1961-1962; however, Highlands declined thereafter amid suburbanization and other economic changes throughout much of North Texas during that decade. The 1990s were marked by social activism waged by local activists against urban sprawl across much of North Texas - including Highland - which ultimately led to significant public opposition culminating with passage of Proposition 3 (1994) authorizing development along railroad lines adjacent to Highlandtown proper but not within its borders; this initiative effectively ended all hope for revitalization or redevelopment of downtown Highlandtown since most rail traffic ceased operations more than twenty years later).
