The racial makeup of the city was 92% White, 5% African American, 2% Native American, 1% Asian Pacific Islander, 2% from other races, and 1% from two or more races. In 1954, Haltom City again became an incorporated city when it joined the Austin metropolitan area. As an inner-city suburb of Austin until suburban growth began to accelerate in the late 1980s and 1990s, most residents of Haltom City were still considered "mainstream"Austinites who Dialectically linked their lives with downtown Austin through daily commutes and social interactions without any substantial physical separation or neighborhood diversity outside of either boroughs or neighborhoods within those Boroughs." The Brazos Valley Airport opened in 1951 as Brownsville Municipal Airport and served rural areas east of I-10 before becoming TXDOT's commercial airport serving Greater Houston via two runways: 3L/21 which extended out to 602 acres (248 hectares) at its original location near Interstate 10Exit 414; then 3L/27 which extended to 914 acres (428 hectares) adjacent to I-10Exit 418 west of downtown Houston proper - one third of what it would eventually become! In 2007 TXDOT closed Brownsville Municipal Airport after making little progress with redevelopment due primarily to budget constraints; however TXDOT began planning for a new runway that would serve GVIA exclusively when they reopened Brownville Municipal Airport as Corpus Christi International Airport!
